How we do it
All accumulated experiences in preparing strategic, regional and urban planning at AFM has been refined over the last twenty five years, through the use of Local, Arab and International expertise with massive international backgrounds.
In addition to close cooperation with international and Arab institutions working in the development field, such as (UN-HABITTAT), (UNDP), (ESCWA), and the Arab Institute for City Development.
All this helped create a distinguished expertise in the field of strategic and regional planning that led towards 1st prize award to one of AFM most significant projects and outperforming all other 55+ submitted projects at the Organization of Islamic Capitals and Cities for the year 1424 AH.

Slums Zoning Plan South and North Jeddah 2023
The importance of the project is represented in the preparation of zoning plans for the slums that have not been issued a removal decision in the city of Jeddah, which contributes to achieving the Kingdom’s 2030 vision in terms of attention to the quality of life, as well as working to achieve the humanization of cities.
The project goals is finding a mechanism for development whether a legislative or urban mechanism, as well as applying the criteria for approving zoning plans by preparing specialized studies for each site, such as hydrological and traffic studies, preparing cadastral elevations, as well as soil tests.
Additionally the project provides analysis and studies of the current conditions, the preparation of zoning plans, including the road network, the boundaries of plots and land uses, the preparation of a geographical database, and the development of regulations and legislation to address the current situation.
Al Medina Municipality 1997-2006
AFM Consultants Office started working on this project at the end of 1418 A.H. and continued for two years. The main objective of the project was to generate a longterm vision for developing Al Medina Region until the year 1450 A.H. A plan that is flexible enough to deal with emergency and expected technical and economic growths in the region and compatible with the National Development Strategy. The studies of the regional plan for the region included a tremendous amount of necessary details to formulate realistic and implementable development strategies, through the integration of sectoral and spatial strategies to serve the final objectives of the study. That project won the first prize at the Organization of Islamic Capitals and Cities for the year 1424 A.H.
ASEER MUNICIPALITY 2008 -2010
Based on the role of the Ministry of Municipal, Rural Affairs and Housing in directing and controlling urban development to ensure provision of services and facilities all over Saudi Arabia, and to unify the efforts made in that. Aseer Regional Plan has been developed. It is a medium-term vision of the development efforts for the region. It was a crucial planning as a mechanism to achieve the objectives of five-year plans and urban strategic on the one hand, and a linking channel between national strategic planning and local planning on the other hand. Given the importance of showing the outcomes of Aseer Regional Plan goals and recommendations to a tangible reality, Aseer Municipality took AFM Consultants Office recommendations and turned it into actions and started implementing and applying changes.
MINISTRY OF MUNICIPAL, RURAL AFFAIRS AND HOUSING 2008 – 2010
The project is based on preparing a regional plan for Al-Baha region (approximately 11,000 km2), where regional development represents the optimal utilization of all available resources whether natural, social, economic or urban aiming at attainment of well-being of individuals and the entire society accordingly. That was reached after carrying out various sectoral studies over Al-Baha region to analyze existing situation to identify strengths and weaknesses, therefore prepare scenarios and regional development strategies that supports long-term urban strategic development plan of Saudi Arabia.

Setting planning guidelines is one of the most difficult tasks to lay down the normative basics that assist the secretariats, municipalities and consultant offices to present their work at the highest technical level. AFM Consultants Office developed twenty-one planning guidelines which varied in their topics and levels. A large number of specialized experts participated in their preparation.
JEDDAH MUNICIPALITY – 2017
The city’s local plan is the basis for the urban development process, within the framework of the proposed
development plans at different levels according to the needs and requirements of the city and addressing the
current planning problems.
The general vision included achieving the principle of life quality and vitality city by exploiting the available
resources and preserving environmental resources all through proposing a set of policies and procedures.

MINISTRY OF MUNICIPAL, RURAL AFFAIRS AND HOUSING – 2011
The project is concerned with preparing a local outline and a detailed scope in Urbanization of Al-Baha city (322,159 hectares), relying on a set of technical studies through the preparation of alternatives and a detailed plan within the framework of integrated planning to promote sustainable development to achieve the following goals:
• Providing an urban ecology attractive to investment and suitable for the proposed regional role for Al- Baha city.
• Defining the urban form of the city that preserves its natural characteristic as a touristic mountain city.
• Achieving career progression for planning units and service centers.
• Preserving the distinctive urban and visual image of the city of Al-Baha, that depends on the overlap and blending of nature with urbanization.
• Creating a balanced road network in the city that achieves connectivity and takes into account existing and proposed uses.
TAIF MUNICIPALITY – 2012
The project aims to prepare a sustainable smart city in which citizens enjoy the highest standards of life quality. All through a full development plan, which aligns well with the basic principles of cities Humanity and green cities.
